The lines, for a family of 4
200% of the federal poverty line (since Jul 1, 2024; was 185%).
85% of state median income.
DCF: a family remains financially eligible until income reaches 85% of state median income — the phase-out runs through an Additional Exit Copayment, not an immediate stop.
Who skips the income test
These lanes waive or shortcut parts of the income test in Wisconsin — if one is you, say so on page one of the application:
- Foster parents, subsidized guardians and court-ordered kinship caregivers — tested on the biological/adoptive parents' income at placement, not the caregiver's
- Families receiving W-2 (TANF)
- Families experiencing homelessness
The co-pay
The copay is PER HOUR, per child, by %FPL — the manual's worked example at 200% FPL is $2.34 per hour (about $18.72 for an 8-hour day), plus an 'Additional Exit Copayment' during the phase-out period (the manual's worked example at 270% FPL adds $252 for the period). Your exact hourly figure comes from the Shares copay chart for your %FPL.
Fee scale: 2025 (Wisconsin Shares manual worked example; PN3 cap 2025).
The gap: barred in Wisconsin
PN3 (Dec 2025) lists Wisconsin among the 11 states that prohibit charging families above the state rate. One caution: a Wisconsin statute (49.155(5)(a)) also speaks of parent liability for cost minus subsidy — DCF's current Wisconsin Shares handbook is the tiebreaker, so if a provider bills you an overage, ask DCF before paying.
If a provider bills you above the state rate anyway, that charge is a finding to report — not a fee to pay.
No state maximum rate was opened in the October 2026 check.
How to apply
Apply through DCF's Wisconsin Shares intake or your county agency. DCF's rule, verbatim: once eligible, a family remains financially eligible until income reaches 85% SMI. State program page.
